The term government is ambiguous. In the end, it is the superiors who form the government.
When seniors do not follow the rule-book, remind them you cannot support them. They may not like it, but will understand it.
Know legal language. Contractors understand legality before quality.
Never assume you can do it all. The minister should be with you. Never assume you need be restricted by the minister. Some honest senior can be approached.
Set the rules such that they cannot be broken. Do not set such rules that support only a strong lobby. Set it up such that commoners and eternity stands greatest chance.
Minimize the tolerance-level to nuisance and system shall survive.
Do not let over-enthusiasm spoil the show. Balance.
Do the right thing but do not get carried away in the crusade. Rationalize. Objectify. Simplify.
All public-facing departments will be first to get corruption charge. Have your most honest folks placed there.
You are as constrained as you believe you are. Stay minimal. Be focused. Understand the rule-book. Strike for honesty and cause progress at best time.
Change is sanctioned on paper but is seldom caused. Pure courage cannot cause change. Absolute courage diced with nicety and firmness causes revolutionary change.
Beware of the backdoor operator. They have more ears and eyes then what you may have guessed.
The more you suggest, the more action-items you get. Suggest only when you're sure where the task is going!
Every leader is known by the followers he grooms.
Do not invest in smartness alone. Also invest in effectiveness.
